Even with budok's incredible skills, I was surprised by Falkner being so easy so I looked it up for those interested - sure enough, they actually nerfed him in soulsilver/heartgold by removing Mud Slap from his birds (a ground-type move he used to give you afterwards, that's changed too) so you can just cheese him with a rock-type for free in this version. I ackshually didn't know this.
