Photoshop has artboards too. They just work quite differently. In Photoshop they are MUCH easier to move, resize and adjust. But as Photoshop is a 1 image program you can't do quite the same stuff in it.

Can we have different artboards and different layers on each artboard?

You can create as many art boards and layers as you’d like, but there’s no way to designate or “link” layers to specific art boards. You can group all your elements on an art board into a single layer if that helps

As a newbie, I need to know HOW to move a layer into the trash or duplicate a layer.

In the bottom of the layers panel there is an icon of a square with a plus sign. That is the new layers button. I’m the upper right corner of the layers panel are three bars…click on that to find the “duplicate layer” option
