Does project manager on any type of project has to be subject expert or they have to take on board the expert, for example if there is a construction project so does project manager has to be a civil engineer or project manager will work with the engineer for swift completion of project. please

This is "old school" theory. In our business we have since a few years back abandoned PM in favor of Product Management. Coworkers previously employed as Project Managers were all transformed into becoming Team Leaders organised into Product oriented teams. Product oriented focus has no end date, it only has transitions into the next level in order to excel, in a never ending forward and upward movement. Even before a product is released, the next version is well under way. IBM's CEO formulated this quite well back in the 1970's; Settling for status quo is impossible. Unless you absolutely certain that you're moving forward, then your most definitely moving backwards, even if you are unaware of it. Ending a project means your making space for your competitors to move in ahead of you. With a never-ending product development strategy, your teams will always perform at their best, not just from start to end, but all the time.
