While this has not always been the case, it has been at least since the '70's. I had worked with profoundly mentally retarded people back in the early '80's. For YEARS very day, the teachers would allow one of the highest functioning residents to beat one of the lowest functioning residents. When I had them, I wouldn't allow it and instead brought the offender to a bunch of toys she could pummel safely. The teachers complained and said that the immobile resident with the 6 mo. mental age should learn how to fight with very much more mobile and aggressive resident with the 1 yr. old mental age. it's quite beyond ridiculous.

children are not taught to mind their manners by their parents or to behave around others including their peers. They only understand violence. So, take each child and bring back in the strap and capital punishment into the school system. Bring back the fear into their lives knowing they face getting hurt if they hurt anyone else. The teachers in the hallway should have grabbed that older boy, dragged him screaming into the Principal's Office, pulled down his pants and used the leather strap on his backside until it bled. Then, called his parents and the police so the incident can be dealt with and legal charges of assault and battery can be made against the older juvenile delinquent.

@@mulan7015 a 4 year old autistic child was assaulted in school, teachers especially special needs teachers are trained to restrain students with reasonable force, (that's mostly just holding them tight or holding their hands behind their back) the teachers most definitely could have stepped in, as you say they might have been in danger hmmm let's think who would be more likely to survive an assault by a slightly older looking child a 4 year old autistic child or an adult, I don't know about you but my money is on the adult. But sure let's just ignore the fact that those who have autism are significantly more likely to be bullied in school statistically (don't believe me look it up) and let's just ignore the fact that a couple of 10 year olds killed in cold blood and with malice a 2 year old in the UK in I think it was the mid 80's or early 90's. And sure let's also ignore the statistics that those who do bully others in school are more likely to be abusers in relationships later on in life because they literally got away with abuse in their childhood.
