how do web designers know how to take into account the viewport height? I see no layouts having a "line" to divise where the viewport might end and take it into account for designing

for mobile we can use 4 grid and for desktop 12 grid . is it best practice or not? similarly gutter 20 is good. how we can keep margin for both design?
