I’d like to know the correct use of “as of” as an expression of time. Does it mean “ up to” a certain time or does it mean “from a certain time on”?

Advice is an uncountable noun and advise is a regular verb Just like that effect is uncountable noun and affect is regular verb

Thanks! A grammar note - 'advice' is uncountable, so we don't say 'an advice'. We can say 'As advice' or 'As a piece of advice'.

I am sorry but Honestly you made it more complicated especially regarding to it's using with prepositions (on , about , to ) I devise you ( on or to or about ) (giving or give) more examples! could you please give more examples? Thanks

We'll try our best! Advise is a verb. We use this to suggest what might be done in a particular situation: "John advised her to speak to her teacher about her difficulties in class". "I advise you to phone them early if you want to be sure of getting tickets" Advise is a noun which shows a suggestion of what you should do: "John gave her some advice. He told her she should speak to hear teacher about her difficulties in class" "My advice is to phone up early if you want to be sure of getting tickets". Does that help clear things up?

Overall, this video is a good piece of advice, but I advise you to avoid those childish jokes about lions and use more real life or business examples.
