The NHK thing is a scam. Those "agents" were in my area doing the same thing. I was outside my door. At the time so I took their picture and they started to freak out. Then I told them go ahead call the police. My neighbor told them that the cops are called. The police came and words were exchanged. Those people were banned from our apartment area.

Many Religions that we know nowadays, at their beginning were true and under Islam, initiated by one of the prophets of God, but their original teachings, history and scriptures have been corrupted over time with falsification and polytheism, or lost and replaced with false ones. That's why Islam is the only Religion accepted by God nowadays, which consists in bearing witness that there is no god besides Allah (God in Aramaic, the original language of Jesus and the Gospel), and that Muhammad is His servant and messenger, just like Jesus and Moses and others are His servants and messengers. Never a messenger of God said he was God or literally son of God, it was the people after him who changed the words of God and corrupted the Religion. God is unique and absolute, He does not need to have a family and sons or to associate anyone else with His kingdom, He can simply create whatever He wants, everything belongs to Him, and to Him everything will return. Allah said in Surah Al-Mu’minun : “God has never begotten a son, nor is there any god besides Him. Otherwise, each god would have taken away what it has created, and some of them would have gained supremacy over others. Glory be to God, far beyond what they describe. The Knower of the hidden and the manifest. He is exalted, far above what they associate. (91-92 / Translated by ITANI). Allah means the one and only God, the God of all prophets and creatures, the creator of the universe and mankind, and the Master of the Day of judgment, where our destiny, Hell or Paradise, is decided based on our faith and deeds in this trial life, and above all, Allah's mercy. Well, she's not from the USA. Where she came from, nobody put their foot in the door and stops you from closing it. Not even the most pushy salesman in the whole country. Such things are simply not done. I also used to simply open the door, not even looking in the peephole. The only reason I stopped is because now my entire front door is clear glass. Legally speaking, NHK fees are all needed to be paid by anyone who even owns devices that can view NHK, as this was the way that Japan decided to get around not being able to be state funded by the government to avoid bias after WW2. This being said, many people don’t pay the fee, and you just have to not engage with the NHK people like she said and you won’t need to do anything, though its technically against the law, there is no punishment for not paying.

I have an LCD TV from back before TV went digital. So my TV is not actually capable of viewing NHK. Theoretically, I could get a set top box and make the TV capable of viewing NHK. But as it is right now, it couldn't. And the phone thing ... well, I don't have the NHK app. Theoretically I could download it. But I haven't. So my phone is not capable of viewing NHK either. 😊 In reality, I cannot be sure that my phone can even run the app. Not all apps works with all phone models. Never having even searched for the app, I have no idea if it could even be installed. PS: just an example, as I don't live in Japan. Though in fact, I do watch NHK occasionally. Malaysia got rid of their TV license 30 years ago. Singapore, just over 10 years. Japan should just get rid of this law and simply fund the national broadcaster from taxes like every other country in the world.

I threw my TV and car navigation panel away just because I didn't want to deal with NHK anymore haha (never watched TV anyway). They even tried to trick me into paying by saying "but you have a phone, right?", they thought I didn't know that for you to have to pay for the NHK fees your phone would need to have a 1-seg included. I find this info interesting. So in places like this you wouldn’t use big screen tv’s as computer screens then because if all you ever did with it was internet and gaming you’d be paying for nothing. Here in Canada and I assume USA too, we can get giant tv’s and hook them up to internet or computers if we want. But our TV’s don’t have access to tv stations unless we have devices to tap in like satelite or cable, and those are subscriptions you sign up for when you move in or such. You have to sign up to get the device to access, it’s not a device ready built into the tv which I assume is what is happening in Japan and korea? Really very interesting.

It's weird how these videos get circulated again years later. Overall I hope you had great experiences here in Japan. I grew up mostly in California and also Osaka my Grandma is from here. I hear so many horror stories from foreigners living here with no ties to the country but I see it amongst Nihonjin themselves as well so many fall in line that it is easy for few to raise up as predators here, I am against that.

This happens to Japanese citizens as well. Had a Japanese friend that was super annoyed about NHK salesmen harassing him about this. It's kinda strange as NHK stateside (on cable and internet) is very tourist friendly and informative. 'Chop'? ohhh.. a hanko.

We used to have that kind of system to collect fees from TV-owners in Norway as well, but we've moved on from that model to just funding our national TV and radio services solely via taxes. That way everyone gets to listen to the radio, watch TV or use the web TV services in Norway without having some random dude come to your door every once in a while to ask if you've got a TV or not. The amount you pay via taxes is calculated from your income, so low income housholds don't need to pay, which is nice.

If you ever move to UK. For reference we have TV licence for anyone watching *live* TV on any device (not just a TV). If you ignore them they will chase you and assume you do but if you fill in their questionnaire online every 2 years or something declaring you only use TV for playstation or something they'll leave you alone.

They do in some European countries, it's actually a tax not a fee. They do exactly the same thing, but they should display a tag showing they are indeed government workers from the national radio&tv branch.

I live in the U.S. and I watch NHK programming often. It’s very good, excellent in my view. But I had no idea that Japanese viewers were required to pay individually if they own a tv. In itself, that seems fair, but going door to door, using strong arm tactics to get people to pay certainly is not ok. Good for you for standing up to that! I read the rules online for paying for NHK, and it looks like watching the channel on a mobile device does not make you liable to pay, only having “installed” devices, such as tv sets. You have a tv set, so I guess you are legally required to pay, but certainly not the way your “visitor” was demanding! Crazy!

In Switzerland, they expect you to suscribe by yourself. If you don't, you will have to pay for all the months you haven't paid for when they come to check + a fine. And the worst is that you have to pay even though you have no TV or Radio.

Thank you for your wise advice based on those awful experiences with the aggressive NHK and The electric utility “reps”. I live in California and get all sorts of solicitations and scam calls, so I never open my door to anyone, even a police officer or some ‘public official’ and never reply to emails urging an immediate reply, possibly to a scammer looking for my personal identification info. Contact the alleged source first to verify the authenticity or go to your foreign student administrators, as you correctly did, and have them check it out. Never sign anything before getting a verification. Japan is relatively street crime free but full of scammers able to take advantage of foreigners. Don’t be intimidated, esp by aggressive men used to compliant females. This is the 21st century, not the Middle Ages.

NHK agents are collection agents. If you have a TV, laptop, or smartphone, they can fine you. NHK is a Government supported public broadcast channel. Japanese law allows NHK to collect fees. Do not sign any Japanese contract if you do not understand Japanese. Have a native or an attorney read it before you sign.

BTW when you said "door t'door", that was actually a very natural English thing to say. No need to correct yourself when you do that. It's called a "weak form", and native speakers do that all the time. I'm a native English speaker and I usually say something like "door d-door"

All it takes is meeting one asshole out of a million decent strangers to ruin your life. And assholes have multiple victims. Self defence starts with awareness. You should never be so wrapped up in your own space/head that you don't see or know what is going on around you - headphones are fine, but not loud enough you can't hear what's going on around you. As a woman who HAS lived alone... use walk-home services if available at school, always watch your surroundings, have a personal defence flashlight in hand primed for strobing if you are walking home by yourself, never talk to strangers in an isolated environment, always go out with friends who will watch your back, never approach your own door while strangers are nearby (go to the local combini if you think you're being followed or if someone is door knocking/loitering and wait for them to leave, but you remain out of sight)

You can at least open it for your friend though heh~ they visit once in awhile or when invited~ But yeah im not used to checking the peep hole thing so i ended opening the door to greeted by ones inviting to go to some religious gathering or place~ they weren't bad I'm just not particularly interested but they ask nicely and it's hard to maneuvering to say no directly lol~ The NHK thing wouldn't have worked on me though... Not really. NHK is a public broadcaster. If you don't pay the nhk fee and don't sign up there is no issue. However, in the uk, you need a license to watch TV no matter your situation, which funds the BBC, and they do indeed come to your house and you have to pay a heavy fine and/or can go to prison if you don't pay the fee

Actually it`s not really a scam per se... we actually have the same shitty public broadcast service that we are legally required to pay in Germany... in Japan it costs half as much as in Germany. Every household has to pay it here as well, so if you live in the country and you are not exempt (students for example are not exempt in Germany, even though they do not have a lot of money) than you are required to pay it by law... it is basically just another tax. In Germany it is called the GEZ and it is obviously very hated as well :-)

Here is something that needs to be considered! Now that ALL TV broadcasts are now DIGITAL, they can be VERY EASILY encrypted/scrambled so those who don't pay, can't watch NHK. Before, when it was analog, NHK could not easily encrypt their channels. So the PROBLEM IS SOLVED, encrypt the signal and only allow subscribers to decrypt, just like satellite TV. BUT... NHK doesn't want to do this as so many would stop paying. Japan is a great country with so many good points but THIS IS ONE EXAMPLE of how BAD some things are. For me, it was simple; I told them when they start providing 100% 24 hour English programming, come back, till then, get the fuck out of there. It was at a very loud voice so they could clearly understand my request. Never seen them again, even after 15 years.

The NHK tax is not a scam. It's a tax. If you own a TV you have the ability to receive NHK. It's a revenue stream... whether or not you watch the channel or not. At some point in the past, a tax was added to fund the national broadcasting network and I'm sure there was some lobbying that people who don't own TVs shouldn't have to pay... and it was entered into law. So, it's obviously worth it for NHK to send people out to collect this tax. Should this probably just come out of general revenue? Yeah... probably. But changing laws takes time.
