I actually intend to make it confusing at the end so people could have their own interpretation. But my OG idea was based on Aemond burning Riverlands down in the book, and in this AU Aemond found out Lucerys in Riverlands so he burnt the place and people down to lure Luke out from his hiding 🔥🔥🔥
