a) due to swelling inside drum. b) At that pressure ensure all moisture from line is drain out.

Start up vent operated according to pressure inside boiler if pressure is low you can close fully.

@@santoshkumar-cf1pv minimum steam flow should be maintain in boiler for superheater cooling or we can say to protect the superheater tube from overheating, for that metal temp. Is also given to monitor. And steam flow should be 40% of MCR.
