Try to change ESP Controller then charge, if it charges no problem, if didn't get charge it might be the internal problem (emitting electrode might be body)

As we know as pressure and temperature increases enthalpy of steam increases. So if you increase pressure or temperature steam production with high enthalpy so steam consumption is reduced
