Of course most of the defense budget goes back out the door. Same as with government budgets in general. Government doesn't make stuff. "..there are so many aircraft carriers." What? There are 11; 4 on deployment, 3 preparing for deployment, and 4 in maintenance. We should have at least 3 more than that. No one has terminal phase hypersonic missiles. There is no upcoming technology that can replace aircraft carriers. That can accomplish the mission they do. A mission that will not go away even if we don't have something capable of fulfilling it.
