There's no Zanzibar city in Tanzania. Zanzibar is a country and it capital city called Unguja.

Try to understand the logic before you go straight to the answer. what you need to know is that His analysis based on majority of population that's why he named Zanzibar as a city and not a country (or an achiepelago) That's why the region or the city like Arusha fall to number 5 but in reality Arusha city dominates number 3 behind Mwanza and Dar Tanga is a city but did not appear as well but Morogoro which is not a city appeared simply because his analysis based on concentration of a population. Morogoro has higher number of population than Tanga's.

Let me teach you something a little bit. UNGUJA: Is NOT a Capita city of Zanzibar ! , who taught you ? Zanzibar is a unification of two big islands of Unguja and Pemba plus small many islands. UNGUJA island as a dominant of the union is composed of several regions like Mkoa wa Kaskazini Unguja , Mkoa wa Mjini Magharibi etc. Pemba island also is the same is composed of several regions just two regions.
