I can second that, as living in Australia. Chinese owns most of the property, they pay upfront university fees in advance plus even these students they don't had homes rentals they directly bought these houses. Now Australian govt is limiting the policies of student buying house until they get citizenship

And extracting those resources when there is no infrastructure in place and security situation is dire, make the whole thing extremely unproductive.
