You should have left some bags for the other rider, it's unlikely the other rider is going to go to the customer empty handed. On deliveroo they see that as fraud😮. You've wasted the other rider's time and prevented them from receiving a delivery fee.

It's more of a nuisance for the customer when a driver turns up empty handed asking for a code and date of birth. Simple thing to do is leave just one bag behind. You get paid the other driver gets paid and the customer is happy.

No worries pal!, I suppose fees might go down but experience goes up, at least it is a job, when we started we all got uniforms for bicycle 🚲 for deliveroo and now look at it few people even following the highway codes or delivery guidelines like simple things like locking their bikes, helmets off, thermal bags I think this is impacting fees as the riders choose fees over even private safety. It is just not my job to explains this to the hundreds of riders I can see everyday 😅
