there is lore in game about this u should read it , it will answer how he got those abilities . heres the short version so Bucky goes to a hydra base but gets captured and is experimented on by some cult (part of hydra), which link him into some type of squid-monster (hence the tentacles from his arm when he ults).after some time hawkeye saves his ass but the base is breaking down and then Cap arrives and saves them and takes them to the wakanda empire where bucky gets a brand new vibranium arm but the tentacle in him takes control of bucky and Cap and Bucky fight and in their fight hawkeye fires and arrow that shuts out bucky arm. after some more experiments which lead to bucky being able to control it
