We have saying her in germany "Der Ton macht die Musik" roughly translated "the sound makes the musik" and it means depending on how you say something and with what intent it can become different things. No word on its own is a bad word, but put an intent and a certain note/sound to it and you can make most words nasty(Well sometimes the intent may have been nasty but put together with the word it becomes funny ... anyways). Also the context plays a role.
