1. Budget deficit = Total expenditure - Total receipts (receipts including internal & external borrowings and other liabilities). 2. Fiscal deficit = Total expenditure - Total receipts (receipts excluding internal & external borrowings and other liabilities). In other words, While calculating the total revenue in FD, borrowings are not included. so BD & FD are the same but FD is the BD (excluding borrowing) FD = BD - Borrowings ( as per our text book) FD is an indication of the total borrowings needed by the government.

Yes.. Profits in Non Tax Revenue under revenue receipts. Only if you sell Government assets or shares.. its called as disinvestment and it comes under Capital Receipts

Purpose of tax is to impose on sales. Its not that shop keepers are shifting to us and its wrong. It is aimed to be imposed on people's consumption. But its tough for govt to directly collect it.. So they are asking shopkeepers to collect on behalf if govt.
