In delta there is less voltage and also reduce cost of wire .it is called transmission line , so in transmission line we don’t need neutral . And on other Star side it is distribution side and for equipment and to maintain voltage pressure we need neutral .

It is because for transmission of copper cable from sub station to transformer, we don't need extra neutral point to travel, for cost and losses point of view and for transformer's secondary winding we need generally neutral point from star point for industrial load
