My pressure regulator was not regulating at all and it turns out that the "regulating tapet" was seized. A little wd40 and gentle cleaning was all it took. Thanks for the great video, saved me 30 bucks!

And second point When i use what ever Cylinder size( 5 L or 6 L or 10 L ) can i expect as (Diver or As RT respiratory therapist ) the time well take to consume (1 bar or 1 Psi ) without using Flow metter ( Litter per minute L/M or milli letter/ Breath or M Quop/hour )

Does it work even if there's no flow in the pipe? Like, can it keep a pressure differential without flow?

yes of course. No flow is also possible.
