As far I know south Indians have the good spoken English. You should go to villages In Tamil Nadu. Even in 80s a old man would understand English and speak with a Anglo slang at least minimal words. It has become better with time only! Only bollywood speaks English. I have seen very many high academic entrants from North who don't know how to write their address in english but they dress very western!
