If being very active as a cop is Koil´s condition for being a trooper, then it will be hard for AJ since Rated obviously don´t want to abandon Randy. Then the troopers will be cop mains only. Is that a good thing overall? I don´t know, but you certainly exclude alot of great cops. Also, AJ is not an "SBS cop". He does almost everything by the book, and he´s more competent than almost every cop on the server. Sure, he can joke around at times and ignore red lights, but that´s about it. Other than that he´s the ultimate cop on this server. So him and Conan in the same department wouldn´t be some clown fiesta, they´re both solid cops when doing actual police work.

The actual point was to fire 80% of the PD and restructure high command. But they ended up just hiring everyone. The actual only department that has done any rp around this (unsurprisingly) has been the rangers.
