I did 8 years of the same thing for a city in Maine, only in the sewer department. 2 am, 20 below, up to your knees in sewage. If you think they bitch when there is no water you should hear them when the toilet doesn't flush.

There is a mixture called flow fill that is kinda like a weak mortar. There is a heavy sand content and low cement concentration that easily flows into any cavities and sets hard but can literally be scraped with a shovel. This mixture, once it sets, won't wash out or settle so it is a pretty good choice for backfilling beneath a roadway as it won't shift and provides a stable base to reconstruct the road. It would take an adz or mechanical digging (backhoe) to dig out but the road won't fail where the patch was done.

Also called slurry, you can use it 1 sack 2 sack. you don't need a compaction test with it.

I've been on water main breaks and never seen anyone rake the entire patch, not one shovel was used putting down the blacktop. Great job !!!!. I'm from Jersey and that road would have been all kinds of wavy and that blacktop would have been cold because the driver would have stopped for a Taylor Ham egg and cheese and a coffee, lol

All in one day? J\k Couldn't they just fill the last 2 feet with road base. Compact it good. Release it to traffic several days. Let it get really compacted. Dig your 6 inches back up for asphalt. That flowable fill kinda spendy. Just wondering.

that's not concrete... it's flowable fill... Flowable fill is a controlled low-strength material made of cement, fly ash, water, sand, and typically an air-entraining admixture. This mixture is useful for backfilling utility trenches, mud jacking, pipe bedding, abandoned sewers, and many other applications

When they are in parkway or consumer yard then you have a big mess that they don't like and when they are and are replaced after numeriouse leaks then they move our into the street. I would bet the leak was repaired in say 6hr and then the road repaired another day after the slurry set up. Just my guess with 40 years in the business.

I'm not sure why they used concrete to fill the hole since it is so frikkin expensive. Why not just use pit run and then replace the top with asphalt like before? Waste of municipal money from the tax payers. Love those city workers, they love to laugh it up.
