Fujitora is similar to Garp in that he's realizing that being an Admiral means you're more directly under the thumb of the world government. Typically, sitting around at Navy HQ waiting to be summoned at the WG's beck and call. But as Garp prefers the leeway and free travel of Vice Admiralty, Fujitora gets to do that now too.

Akainu seems to hold the world's perception of the Marines as the highest priority vs. anything else. But even if the whole world loves the Marines, if it violates his absolute justice, he wouldn't be happy either. The actions of Fujitora in Dressrosa were to protect as many citizens as possible and apologizing for the failures of the organization he was part of, even if he wasn't part of the decision that caused so much damage to the county. What he did made the people of Dressrosa respect the Marines more than anything in the last several decades, but Akainu was furious. As of this point it seems that Akainu's "Justice" is power hungry bullshit. As for people going after Shanks, it would seem from an outsider POV that Shanks' organization would be the easiest to topple. He doesn't have a devil fruit, and his crew is comprised of people that can swim (unless that changed from chapter 1 of the story). Whitebeard had the tremor-tremor fruit and a formidable, large network of allies. Blackbeard has Whitebeard's fruit AND the darkness fruit, powerful allies from Impel Down, and is hunting powerful devil fruits. Big Mom and Kaido are strong and have networks themselves, with Kaido striking fear into even Doflamingo if the SMILE deal was broken. So Shanks doesn't have an obvious OP devil fruit and doesn't seem to be out for world domination (according to the Five Elders). Yet the others never took over his territory and he wasn't taken in by the Marines. Showing up at Marineford got everyone to shut up and listen. He could survive crossing swords with Whitebeard. It's obvious that Shanks is not all talk. But Kidd wants to advance in the New World, so this is his strategy. It might seem like the least bad options for someone unwilling to bend the knee.
