I agree with you.If you use romaji for は when it is used as a particle it really is "wa",but the hiragana character itself is the character for "ha" so some romanise it as ha as well.Thou I don't really like when they type it ha xD.Well if we have to be precise it shoude be "hontou" and not "honto" too,cause the o is long in this word and long o is romanised with u after it.So the name should be : hontou wa docchi.And the meaning is "which one is true?"
