Alan doesn't create, not in the real world at least, he influences events to go in a certain way. He didn't create FBC, Jesse or Hiss just like he didn't create Alex Casey. I repeat he influenced them. And also no he doesn't control Mr. Door, as far as we know Door is a mystery. He isn't bound by the rules of the dark place or controlled by the story. Even in the page about him he sensed Alan writing the page and let it happen. He is playing along for his own gain and nobody knows his true motives
