The thing is, it's not a horrific, tuneless song. It's filler as far as the movie goes, sure. The lyrics are the weakest part, but it serves its purpose as a quick town hall sing-a-long. You can fault the lyrics or the need of putting a song in there, but it makes sense. If the mob of kids are waiting for Jack to show up, it makes perfect sense that Medda would try to entertain them for a bit. I think they music is quite catchy. At the 2018 Carnegie Hall tribute to Alan Menken, they performed this song with a large choir of kids, all led by Ashley Brown (the original Mary Poppins on Broadway) and it sounded great and was very well received by the audience. I don't ever skip it when I listen to the CD. If I skip anything, it's "Lovey-Dovey Baby". It too, serves it's purpose, but is less appealing than "High Times, Hard Times." My opinion only; it's all subjective.
