I think sins are equal to seraphim, so they can't just be killed with angelic weapons. If Alastor gets Charlie's soul, and she is half seraph, theoretically he can kill sin and seraph. If Alastor gets Emily's soul, he can definitely kill seraph and sin). I actually think that sinners are simply forbidden to be in other rings, but it doesn't mean that they can't be physically there, but it doesn't matter, one of the sins can come to Pride. We were told that sinners increase their abilities and power due number of souls and the power of those souls. Nowhere has it been said that sinners have limitations in soul deals. So if Charlie had made a deal with Alastair for her soul in the Pilot, and not a mandatory favor like in episode 7, he would have got her powers and become equal to sins.

Alastor's status as an Overlord only comes from raw power. As far as we know, Alastor is the only Overlord who can use real magic. Carmilla, Valentino, and Rosie are all only Overlords because of their influence, but they have no powers or magic. Only Zestial might have magic that he could use. There are no criteria that determine how exactly you can become an Overlord.

Alastor has enough powers that Stolas would never be able to defeat. For example, Alastor's shield, which Stolas could never destroy because he would need powers as strong as Adam's, which he does not have. In addition, Alastor was able to keep the entire exorcist army at bay before Adam destroyed the shield. When the pilot talked about Alastor being the most powerful sinner and being able to take on the greatest Evil's of hell, not only Overlords but also goetia demons were shown in the background. Yes, Stolas is superior in raw power just like Adam, but in many other areas such as combat experience, strategy and skillful attacking, Alastor is clearly superior. I'm not saying that Alastor automatically wins against Stolas but Alastor definitely has a fair chance of defeating Stolas. Just as Alastor had a fair chance to kill Adam.

From what it's seeming like being constrained through a contract essentially makes you weaker. But by now much is unclear. Husk went from an overlord to someone who can contend with angel. That is a VERY low drop, alastor might only be so powerful because of the contracts with other people he has made. Adam is still VERY close to the sins in terms of power and I don't think alastor can touch that even at his full potential.
