Remember he lost in code Veronica when they meet but he did get stronger overtime. Durability, experience, Defense, offense, hax, endurance go to Heisenberg. But you can't just discard Heisenberg like that because he lost to Ethan and Chris. Villains lose. Saddler lost to Leon, Wesker lost to Chris. But its clearly Protagonist plot armor most of the time like Chris just happens to pull a tank out of his ass that Heisenberg conveniently can't control. But it's not a surprise Heisenberg lost to them because Villages story had some bad writing like the splitting up the jars.

In case of Krauser in curent lore he is infected by dominant plaga parasite.
