And people who ride regularly don't usually take their horses in a trailer to do so. Legally, horses have the right of way. Sadly, many drivers are not aware of that. Yes, accidents can happen. But more accidents happen in cars and we don't ban them. And people on bicycles are at just as much risk of bad drivers as horses are. Good for her and the horse. The lady claiming she is worried about her safety needs to realize you can be safe and avoid the horse and follow your traffic laws, you do not decide what's legal and whats illegal just because you are worried about her safety. There is a town in Ohio called Middlefield. It has a large Amish community nearby. As the town has grown over the years and people have moved there to get away from the city. There’s a Walmart Superstore, more restaurants and apartments. New city council members have tried to pass legislation that would put diapers on the horses. To keep horse manure off city streets. The legislation never gets passed, but as much as Middlefield has grown. There are still people with common sense and have grown up with the Amish buggies moving around town. Council members can threaten all they want, but in the end the animals usually win out.

Weather you choose to uphold these rights and keep them for posterity is up to you. Sovereignty is a more complex issue. I have sovereignty over my self and the right endowed to me by my creator. I am part of a state, and a country that holds sovereignty over the rights that they are chartered to protect. The right to travel, to self defense, to speak freely and freely assemble are some of these rights that have been endowed upon us and cannot be taken away, but only forfeited through adjudication due to the abuse of another's rights.
