it's wonderful to see how ginastera uses musical material so expertly, and maybe the scerzo-movement from his violin concerto is a massive orchestration of this quintet scherzo, i just can't stop admiring listening to such a creative music

Why does it sound like Schnittke's music (or maybe Schnittke's music sounds like that piece)?

Ginastera during this period of his life wrote his most dissonant music, which tends to sound very angsty and anguished, similar to that of schnittkes famous dissonant style (idea perpetuated by the fame of concerto grosso 1)

For me, this is NOT one of the best Ginastera's work. I think that many parts and musical phrases of this composition are forced and unnatural, also, the interpretation is not the best.

It’s certainly one of his least accessible works, and because of this it’s rarely performed. I personally find it much harder to listen to, but I’m still trying, some parts of it are growing on me

why did comtemporary composer make their music dissonant on purpose?

In this case, it’s because they wanted to express certain ideas and emotions, sometimes a lack of dissonance can be restricting in that sense.

Just listen to it. You can hear suffering and insanity in the music. These composers are not trying to sound 'dissonant' or 'ugly' just for the sake of it; they're trying to make a statement and speak through their music.
