I haven't seen one inside the the lagoon, but my guide always tells me to bring a second 9-10wt outfit, so there must be some. In Cozumel there tarpon, permit and barracuda. I plan on going for Permit next time 😎

There are definitely Tarpon in the lagoon but never seen them deep in the mangroves.
