Very nice potion making overhaul, good job man. Using mortar progression and boiler instead of redstone and glowstone has a nice side effect of being able to change their recipes to tie to a larger modpack, seems promising. Also can you check if a potion/mash has a specific effect on them in a recipe added by a datapack? Never thought about that)

Yep! You just need to add Dragon's Breath to a Brew to make it into a Lingering Potion, then apply like normal.
