I've always maintained that, if it's as orchestrated as the tinfoils are want to believe, that something like this would happen while a lot of the kids are already in their homes. The sheer panic of separated families and logistical issue of caring for orphaned children would only make military cohesion and focus in the chain of command more difficult.
