This song is based on a story called the Euphio Question. A sound was played on a radio that put people in a constant state of bliss. A storm came, tore up the town and no one cared(first verse) When they finally cut the sound and came to their senses, and feeling withdrawn, they couldn't believe what happened (second verse) Read the story, it's worth it. I love the effect this song has. Like the poem it tends to leave you in a trance. I used to clean my place with this song playing on repeat, and I swear it puts you in a trance after a while. Love it.

2:38 that high-string guitar bit there sounded so familiar it was like a crushing weight... finally figured it out: Dredg - Bug Eyes. Came out one year after this song. While it's a bit of a motif all through the song, around 3:13 in Bug Eyes sounds very similar to 2:38 in this vid.
