In the UK I never came across the word pronuneral even during my Mathematical Sciences degree at university. We just called them constants. Actually, most of the time we didn't call them anything.

I'm from the UK and in a negative fraction I always put the negative sign level with the divide sign (much better I think) and never on the top of the fraction.
