Part 4 is when Araki started changing the art style from the more muscular Parts 1-3 designs to a more natural size from Part 4 onwards. Fun fact, the first chapter for Part 4 came out literal a week after the end of Part 3, so the beginning of DIU has Josuke with a much more buff/part 3 look. As the part continues, he gradually changed into the look you can see in the anime. David Productions just started with the end design to keep it more consistent.

This the point where Jotaro's hat became a true running gag. Sure, it was given a nod or to in Part III, but you could kind of excuse it as his hair was more spiked and his hat was the same color. From this point on, there is no ambiguity: his hair magically absorbs his hats in a gradient while somehow never damaging them.

Well, that, when you take a look at Jotaro's reference sheet, in the anime it probably is different.

What makes me really love Part 4 so much is how self contained and personal it is, especially with the town itself, in parts 1-3, bystanders and innocents got caught up in the story all the time, the town Dio took over and massacred, Mark when the Pillar Men awoke, the men who found the Anubis sword, people just going about their lives, not necessarily good people, but not deserving of their lives being snuffed out on a whim, and in these cases, Johnathan, Joseph, and Jotaro couldn't really stop to acknowledge these atrocities, they had to keep moving, and by the next week were somewhere else entirely, away from the consequences, but here, since it's all focused on Morioh, Josuke and the others are forced to live with that outcome, they have to keep seeing the families of the people who got caught in the crossfire, and know that they can never explain why their loved one didn't come home that day, and it effects them

Yeah, there’s always an ever looming threat hanging over the town or at least residuals of a threat until the end of the Part, but most of the episodes just show the daily lives of a handful of teens/young adults going about in a sleepy town. It’s framed as a series of slice of life stories, not some epic journey across the globe or even a couple towns and a boat in the case of Part 1.

So, Koichi is spelled with the characters for the #1 and the character for "Peace", so you can just call him "One Peace" The second Jo in Josuke's name comes from the spelling: 仗Jo 助Suke, the 助 (suke) can also be read as "Jo" as the majority of Kanji characters have two pronunciations.

I'm early for those music refs! Josuke: His design is based on Prince. The year for part 4 is 1999, also a reference to 1999 the Song/Album by Prince. Shining Diamond (real name: Crazy Diamond): Shine on you Crazy Diamond by Pink Floyd.

So when people say that Part 4 is Censored, usually it’s in reference to the Stand Names rather than the actual violence itself. Part 3 Stands were named after Tarot Cards and Egyptian Gods after all like Star Platinum, but pretty much every Stand in Part 4 and beyond is now a Musical Reference of some kind. Which has to be localised because of copyright. Take Josuke for example. His Stand here is called ‘Shining Diamond’, but it’s actual name is ‘Crazy Diamond’ in reference to the Pink Floyd song ‘Shine on you Crazy Diamond’.

The greatest part 4 with stands in anime for me. But of course, here is noteworthy mention about differences from manga: Araki started writing part 4 and with it evolving his style. But it did not happen in one instant. Which is why 1st chapters of part 4 were still drawn in part 3 style of jacked dudes tall as skyscrapers. And in that style, Josuke was just carbon copy of Jotaro, but with different outfit and his famous and great hairstyle. Another notable difference is the arm scene. The featured arc involving the arm was not conceived in manga, but animation could go nuts with finished material and I am glad they did. All the scenes are chilling and terrific. Edit: there are some other notes like the origin of Jojo nickname for Josuke. The last Jo came from alternate reading of kanji from his family name.

I think in japan they don't change their last name to the father's last name which is why it's Higashikata and not Joestar

Aw dang I forgot about the localized Stand names. Almost all stand names from this part onwards are musical references. Josuke's stand is not Shining Diamond, it's actually Crazy Diamond, named after the Pink Floyd song Shine on you Crazy Diamond. Be on the lookout once more for various references! I'm very excited for this journey as Part 4 is my favorite part in the anime.

Some things to take note of: All of the stands in Part 4 and every following part will be named after music as well, (For example, Josuke's stand Shining Diamond is actually called Crazy Diamond, after "Shine On You, Crazy Diamond") but the subtitles and English VA changed the names to avoid copyright. **TL;DR, Stands are named after music too, listen closely to the Japanese VA and you might catch it.** also, Josuke's last name "Higashikata" does indeed have a "Jo" in it, just not quite in the context you might expect.
