Align and drill solid body bolt on guitar necks

Thank you for the video . I used your method to put a 9.5 radius neck onto a 12 in neck slot. clamps and 2 strings for line up. Thank you.

If the neck is predrilled and I am building a new body for it, how can I index where to drill the neck pocket holes?

Why is he using pliers to extract the bit if it is to be drilled thru the body so it freely passes through?

It's a 3/16 hole and I'm using a 3/16 bit to mark the neck. It's tight on the bit, not on the screw.
