I have a question, what's the white thing connected to the bottom of the window that the bolt screws Into? Mine seems to be made from maybe ceramic and when I went to screw in the bolt it crumbled into powder, I can't find the piece online anywhere.

Sounds like your talking about the part that allows you to attach the window to the regulator. I would just pickup another window at a junk yard. Or look for someone parting out the same kind of car, and buy their window off them.

Question my window rolls up but when rolling down the rubber goes down as well which makes it stutter

Often on older cars, the plastic guides for the cables brake, causing the window to shift and such.

An early enough Si has manual windows, too. DX just meant "carburated engine" - Si is fuel-injected.

I've got a 90 lx accord. When I wind the window up it leans to one side. When I roll it all the way down it comes of the tracks.
