Why does side slope canal irrigate only one side?

because one side of embankment is at higher side.. where the embankment slope is down water will be go outside with the help of gravity but where the embankment slope is up water is not go through gravity that's why this canal irrigate only one side

if gravity. flow of water not work.. you can irrigate both side with the help of pump where water is not reach
