Its not asking people anything. Bengali is ... lets say one of the sub-groups that make up the whole "Indian group". So it is fair if you want to call from the point of a sub-group. And also I have known bengalis from India and they are way more likely to be part of the Bengali group (Bangladeshi and India) in overseas countries then with being groups of mainly, for example punjabi. Plus people forget that there are Muslim Bengalis in India and as well as Hindu Bengalis in Bangladesh. Hindu Bengalis have distinct names so its easy to tell them apart from Indians of other parts.
