It does work but to a limit. Like think of it this way. When the iron dome is intercepting 100-200 rockets, its costs a lot of capital stop each one. So even though you are saving the human capital you are still loosing capital as a result of stopping the rockets. Like the 300 rocket attack from iran a few months ago cost israel a lot of momey so maybe if the iron dome is getting rusty its a sign they are loosing the capacity to maintain it probably. People forget Israel lost a war to Lebanon back in 2006, when Hezbollah was orders of magnitude weaker than it is today (and the IDF was stronger, or at least the whole region thought so).
