Because capes are supposed to be rare and an artefact, for example realms mapmaker capes you get if you contribute to realms and only 300 people in the world have it

If you feel up to the challenge, you could get a Vanilla Mapmaker cape, a Mojira Moderator cape, or a Mojang Studios cape. Also, this isn't confirmed, but they had a cape for this Minecraft Live's Mob Vote, they could have another cape for next Minecraft Live!!!!!!
