The gem only being half full is the reason she had power. Charging them fully disconnects the person from it which is why sasha and marcy didnt have powers until later when they reconnected them. This is why they made such a big deal at the end of the second temple episode showing it wasnt fully charged and why she became so much more powerful in the hardest thing when she had the power of the stone.

I just think that when their eyes become colorful they already activate their powers?
