Because we know doffy and katakuri has it but doesn't like it contributes to their awakening unlik luffy who truly needs the power of his conquerors haki to awakened his df when he achieved gear 5th he was full covered by conquerors haki and armament haki just like kaido commented

It does make sense zoan awakened is a lot tougher physically to fight than someone with an awakened paramecia as their physical attributes are enhanced but with an awakened paramecia once you’ve experienced one you’ve pretty much experience them all
