I think this doesn't include nations, that have nuclear weapons on their territories - specifically countries who became independent after the fall of the Soviet Union. Belarus had 81 nuclear weapons stationed on their territory, they were returned to Russia in 1996. Kazakhstan inherited 1400 nuclear weapons and were returned to Russia in 1995. And then we have Ukraine - when the country became independent in 1991 it had roughly around 5000 nuclear weapons, which made it at the time the country with the third largest nuclear arsenal behind Russia and the United States. The weapons were removed from the country and dismantled in Russia by 1996. Belarus, Kazakhstan and Ukraine have all acceded to the Nuclear Non-Proliferation Treaty (NNPT), which makes all three non-nuclear nations. Israel does not acknowledge to this day that the weapons they own are nuclear - instead they maintain policy of deliberate ambiguity.

Data is inaccurate. Up until 1991 there was no Russia, it was the USSR. Also after 1991 the top list must have changed big time, as former USSR states inherited nuclear weapons, e.g. Kazakhstan had over 1,400 weapons from 1991-1994.

Well, as a Canadian, I know we had nukes for most of the cold war. So did many NATO countries like Italy, Germany, Belgium, Netherlands, Turkey. Same with USSR and friends like Kazakhstan, Ukraine, Belarus. Also of note Mongoia, Cuba, North Korea, South Africa, Romania and surely many more too.
