You forgot one part of Arch Mages spec, he can also steal your mantras and give you mantras. The lore behind his spec is that he can steal ANYTHING, even your breath. Once, he tried to steal something from the drowned gods and got punished for it.

Arch Mage's spec is based off of his Resonance, which allows him to materialize immaterial concepts. With this logic, he could use any Mantra from any Attunement regardless of his Attunement or if he even possesses one. Using this ability, he stole a Passage of The Song, one related to Water Magic, which he used to sink an island.

Vacant also doesn't allow you to obtain a bell, since there is no life within you anymore. Therefore you don't have the song, if you talk to the bell check NPC he'll give a special dialogue stating he cannot sense the song in you or whatever
