it is the same as should. you ought to go to the doctor means you should go to the doctor. but ough to is used when you want to be a bit more formal. you ough to verb1 and you ought not to v1. if you want to use it when talking bout past, you should say "i ough to have done my homework. but i didnt i wish i had done it." hope it helps!
