Or mabye the jougan is a mutation of the byakugan in which case you're just born with it like Boruto

Copying moves: Can also upgrade the moves he copies by changing their chackra nature with ease/can learn with little practice. Plus, can copy dojutsu abilities like it copies ninjutsu and being able to upgrade and remove the drawbacks of the dojutsu he copies, such as copying amaterasu and not bleeding in eye when using it and flames being stronger and faster than normal amaterasu. Byakugan-like abilities: Can do everything byakugan can do but better. Normally byakugan can see chackra pathways to identify clones and weak spots in body and see up to 50 meters ahead even if there are obstacles in the way. Jougan can not only do these, but also see inter-dimentional changes in chackra and see whether chackra is from an evil source or not (probably being able to identify people by their chackra) and probably see far ahead than normal byakugan. May also be able to see someone's future and/or past or predict the future or read enemy movements by reading chackra on the environment. Rinnegan-like abilities: Rinnegan can change physics rules and do things that would be normally impossible, like shrinking objects, travelling through dimensions, swapping places with objects, applying gravitational forces to crush enemies or gather pieces or rock ect. Jougan should not only be able to do all these, but also do more. Maybe it can also use nuclear or electromagnetic powers and forces to cause explosions that affect large area or maybe a magnetic force field barriers as a protective move against dimensional teleportation or other physical attacks. Also it may be able to change the chemical properties of matter and transform objects into something else (like maybe turning body parts into weapons or turning enemies into dust or turing air molecules into weapons). For instance, he may create a shuriken or a katana from thin air just by thinking of air becoming a shuriken or katana. Last but not least, it may have time altering abilities, such as travelling back and forth in time, slowing or increasing the speed of time, and maybe even travelling through different timelines. This is just my theory but in the first scene of episode 1, since Kawaki has what looks like the last phase of the karma seal that Isshiki gave him, doesn’t he have all the powers of isshiki? Likewise Boruto but he has his Jougan, but I think he can also use momoshiki’s abilities as well with a final phase karma seal. Kawaki must have gotten isshiki’s doujustu, because their would be no way for him to keep up with Boruto’s eye alone only using the Karma seal.

@@lamin8896 precisely, and it’s strange because kawaki actually got the karma seal way before boruto and never went through the transformation where ishiki took over his conscious. This happened to boruto 2 times and kawaki was actually more advanced in his otsufication compared to boruto as well. I think what you will see in chapter 59 is code show up with eida and battle against everyone, Boruto activates his jougan and ishiki tells code that’s the power of that eye surpasses everyone’s power and it’s too dangerous. Then Code uses his claw to cut boruto’s eye and tries to steal it, and last kawaki deliberately allows code to transplant the karma seal on to him to use the power to protect Naruto (who’s without kurama) in the future. Both will master it but Boruto’s only extends to half his arm, he has to let the seal run up his arm, connect it with his eye, and activate the jougan to use the full power of the seal.
