It took them the entire run of Naruto to explain the extent of a Sharingan. So they could end up doing something similar to the Jougan. When it comes to the Karma Seal, that's more like the Jinchuriki, both have powerful beings sealed into one's body, both allow them to call upon power that isn't their own, and they both have the chance to lose themselves to the being inside of them. My guess is that the Boruto's Seal and Jougan are linked somehow, and it only makes it easier for them to go over the extent of the seal before they go over the Jougan.

The eye seems to have the power of giving Boruto the powers he needs at any specific point in time to accomplish a goal. Boruto does not have control over it yet and it triggers in situations which can alter his fate. When he gains control, he will be able to use it at anytime.

It also focus on hagoromo world. Byakugan is hamura world, boruto is being refer as the moon so many times. Even naruto the last movie also showed us moon. This time is all about otsutsuki. Its no longer war between nation.
