He didn't best all might he survived all might. All might has a winning track record including against all for one, all might failed to finish him off for good tho but he still won the fight while unfortunately suffering that stomach injury.

It was more a draw than everything else. Both failed to end the other and were severely weakened and wounded. They survived only thanks to others.

@@hewjlqnsd7954 I don't think so. 1) All For One did not have a regeneration quirk. That's the reason why his body is so damaged in the first place. In season 2, the doctor told him that they got the super-regeneration quirk 6 years late, since now it cannot heal his scars. A regenerarion quirks heals only new injuries, if Afo had one he wouldn't have had a scar in the first place. 2)All Might would have died as well if he hadn't get medical help that soon. Both of them were very close to death and survived only because of their immense durability and the medical help they received immediatly after. Both of them were left far weaker than before. Hence, it was a draw.

The rules and regulations are needed to help the students not use their quirks to make any rash moves because just like this episode you can see that the school is the one accountable for their action due to them just being students. The hero license is like the police having the authority to hold and shoot a gun. Picture a son of a police officer shooting a criminal using his parent's gun, who do you think would be held accountable? Who will take the fall for the actions of a child? That's the same with these students. They need to get a license to use their quirk (Gun) to apprehend a villain (criminal). P.S.: Just a quick question for Suzy Lu, do you live in America or somethin'? Because the way you just brush off these laws and rules make me think that you're one of those Americans who love their guns.
